Given AI’s profound impact on the labor market, policymakers must adopt a prudent, human-centered approach. Technological progress should ultimately serve humanity, not replace it. In response, a solution should be the implementation of an “AI tax”, a systemic measure designed to address the wave of AI-driven layoffs. The AI tax would be levied on companies that significantly reduce their workforce due to large-scale AI adoption. The tax would be calculated based on the proportion of profits derived from AI-driven productivity improvements. The revenue from this tax would then be redirected to support retraining programs, basic livelihood support, and education and reskilling initiatives for individuals displaced by AI. RAND Corporation produced their latest report
China's Global Health Activities in Africa - Historical Perspectives and Case Studies, examining the evolution of China’s global health aid in Africa from the 1960s to the present, focusing on two case studies: Sierra Leone and Kenya. The analysis shows how China’s health aid has become a tool of soft power, particularly in the context of shifting Western, especially U.S., foreign health aid policies. Over the past two decades, China’s health aid to Africa grew significantly, especially during the COVID-19 pandemic, ranging from sending clinical teams to more complex initiatives like malaria programs, public health labs, and pandemic responses. The report recommends that the U.S. improve its understanding of China’s health aid by recognizing both its strengths and limitations, emphasizing health over commercialization.
