Key Issues of the Ukraine Peace Summit in Switzerland
Kung Chan

As it stands, Ukraine clearly aims to dominate the peace summit that will be held in Switzerland, excluding Russia from its agenda because Ukraine views Russia as a country that disrupts peace.

However, some European countries, such as Germany, insist that Russia must participate in the peace summit. Russia must be included in the discussions of Ukraine's "peace plan", according to Swiss Foreign Minister Ignazio Cassis. At the Davos meeting on Ukraine, Cassis emphasized that Russia should undoubtedly be included in the discussions of the "peace plan".

Europe, including Germany, and possibly Switzerland genuinely hope that Russia will participate and help achieve peace in Europe, even at a cost to Ukraine, which they find acceptable. Germany has consistently held this typical stance. They understand that without peace in Europe, they would have to increase military spending and change their way of life. This would not be the Europe they know today. Hence, they are very eager to maintain the "European peace" of the past.

The reason is simple. In the peaceful past, European countries had a say in global affairs, held a global status, and had a position on global issues. Europe could mock the United States, even challenging the U.S. dollar's global status with the euro. If Europe changes, they would lose these things they once prided themselves on. They have to side with the U.S. and change their way of life, which is why Europe is unwilling to proceed without Russia.

While this sounds somewhat absurd, it is leaders like Angela Merkel who have contributed to this situation in Europe. For an extended period, the focus was misplaced on the U.S., while the more pertinent issue, i.e. Russia, was overlooked.
