The State Council has created spaces for CREC (China Railway Engineering Corporation) to resolve massive debts by supporting the implementation of comprehensive land development mode in the railway construction. ANBOUND think tank scholars believe the main predicament faced by CREC is the crisis of cash flow, which requires the increment of capital return and the enhancement of financial continuity being achieved through activating capitals. In terms of relevant policies, the approach of activating capitals in the railway system is borrowing the "land development" mode which is of Chinese characteristics.
