Recent years, China's rapid economic development is based on the high level of investment and is characterized by the over-reliance on investment, resources and environment. ANBOUND think tank scholars state that this may deteriorate the already serious situation faced by domestic resource-based cities. Many places have been characterized by complete destruction of their environments for people’s livelihood and construction. Superficially, the issue should be blamed on the relevant enterprises’ over-exploitation. But in essence, it is the resource mechanism and exploitation policies that require the urgent reform and adjustment.
