It seems to be too simple for the State Council to blame the banks for the difficulty of financing faced by the agriculture, rural areas and farmers as well as small and micro businesses. ANBOUND research team states that since many structural issues cannot be solved in a short term, it is of practical significance for banks to undertake more responsibilities, taking their roles as the current major suppliers for the social finance into consideration. But in a long run, the government should further intensify the economic and financial structural reform and improve the ecosystem for industrial and financial sustainable development, in order to fundamentally solve the difficulty and high cost of financing.
