He Jun: High-handed Anti-corruption Cannot Solve the Current SOE Problems
ANBOUND
Since the completion of the 18th CPC National Congress, a pressing situation has emerged in the anti-corruption of the State-owned Enterprises (SOE). But He Jun, ANBOUND senior researcher, states that the corrupt practice in the SOEs refers to the institutional drawbacks, mainly reflected in the management and operation system and mechanism. If acting appropriately to the situation, we should carry out a reform targeting on the management and operation. However, from the point of intra-Party regulation, anti-corruption can only retrain the senior officials in the SOEs, rather than resolve the existing problems. Anti-corruption and the SOE drawbacks are essentially two kinds of issues, which cannot be confused with one another. Anti-corruption can promote the SOE reform, but in no event shall it replace the reform.
