ANBOUND: China Needs Independent Mechanism to Supervise and Evaluate Execution of Policies

ANBOUND think tank scholars hold that the difficulty to execute State Council's policies and the shortcomings of Audit Office indicate that China needs to build a more independent mechanism to supervise and evaluate policies execution. This mechanism will specially supervise the operation of state owned enterprises and the execution of policies. The current mechanism which relies merely on the government for audit and supervision cannot change sloth administration or the situation where no measures are taken after annual audit. Such a mechanism can be set up in NPC to ensure the NPC has the right to supervise government. It can also be a standing body of the leading team for "comprehensively deepening reform" which can enhance the function of implementation.
