The preferential policies introduced by mid and western provinces become a main factor in attracting foreign investments. Some provinces, for instance, Jiangxi, Chongqing, Xinjiang and Hainan have introduced policies to encourage and support emerging strategic industries as well as high-tech industries in many aspects such as land, park support, tax, financing, industrial service, human resources, investment environment optimization and others. With active push for these policies, foreign financial institutions are implementing new strategic layouts in line with China's structural adjustments such as industrial direction, technical upgrading, location selection and so on.
