The lagged land reform is weakening the development of rural-urban integration. The fragmented system on rural land property rights has been reducing farmers' rights, cutting down farmers' property-oriented source of income and also increases the cost of rural social and economic development, all of which could eliminate social and economic development opportunity in rural areas.
