The expected boom of rural-urban integration has not emerge align with the introduction of national new urban plan. ANBOUND pointed out earlier that the separation of ownership and land usage rights lead to more and more difficult reform. The lagged land reform is weakening the development of rural-urban integration. The fragmented system on rural land property rights has been reducing farmers' rights, cutting down farmers' property-oriented source of income and also increases the cost of rural social and economic development, all of which could eliminate social and economic development opportunity in rural areas.
