China's State Council recently issued 2014-2015 Development Action Plan on Energy Saving and Low Carbon Emission to increase the magnitude of energy saving, carbon reduction and emission in the "Twelfths Five-year Plan". The Action Plan proposes to eliminate the outdated production of iron, steel, cement and plate glass by the capacity of 15 million tons, 15 million tons, 100 million tons and 20 million boxes respectively by the end of 2015. From ANBOUND’s point of view, the Plan is likely to exacerbate the economic difficulty that faced by the local economy and force to transform and upgrade.
