During the CICA summit, China's president Xi Jinping stated that the government should accept all kind of thoughts and create an ocean of ideas. The World is experiencing globalization and information-oriented society, thus a country should be more open-up especially in talented human resource. China is facing the same problem in terms of scientifically making decisions, attracting talented human resource, dealing with both internal and external problems. Scientific decision making is an inevitable challenge for China’s future development. To overcome the challenge is not difficult but the matter is how. This should be treated as the national concept.
