China has witnessed a boom of think tanks in the recent years but it does not mean that the officials are good at utilizing and involving think tanks in the decision-making process. In this case, the governments have to be more receptive of think tanks' advice but unfortunately some of the officials failed to do so. The pre-requisite of appreciating think tanks is to accept their advice with tolerance.
