What Does China's "New Asia Security Concept" Mean?

China's President Xi Jinping proposed "New Asia Security Concept" for the first time during the CICA Summit. He emphasized “comprehensive security” whereby the central government hopes to maintain the conventional and nonconventional security. In addition, Xi also stressed “zero tolerance” over terrorism for the first time. According to the media statistics, Xi has mentioned “anti-terrorism” 15 times in several occasions at home and abroad in the past two months, but “zero tolerance” was mentioned for the first time.
