Lack of Consensus Slowdowns China's Land Reform

Six months has passed since the expectation towards land reform rise during the Third Plenary Session. However, the progress of reform seems to be slowing down rather than accelerating. The insiders suggest that it is difficult for the Ministry of Homeland to drive land reform as the ministry itself is one of the reform targets. Land reform should be incorporated into the central government's framework of natural resource management reform. The problem can be resolved only when the land owner and national natural resource manager mutually cooperate and supervise the reform.
