Now the economic development and social stability in Xinjiang Province is one of the major concerns of the Chinese central government. ANBOUND stated that the previous failure in developing Xinjiang is mainly due to the separation of governance whereby political control has surpassed the management and caused the development in Xinjiang fall behind the coastal areas. Therefore, the future development plan for Xinjiang should be under the guidance of the "world's third trade axis" (a core trade axis of the new silk road), change the previous error of development strategy from west to east and materialize China’s grand strategy of “Silk Road Economic Zone”.
