China's rare-earth international litigation will probably fail and WTO will require China to cancel its export restriction. ANBOUND research team believes that China needs a coordinated policy system to protect its strategic resources instead of using regulatory policies of the minerals, environmental protection, customs departments etc. Such regulatory policies can neither protect mineral resources nor making environmental protection as a convincing excuse. China should think from the perspective of strict environmental law enforcement, increase the mining and processing cost as well as control local small and medium enterprises from excessive mining rare-earth resources.
