After the Third Plenary Session, many debates arose on how to promote land reform. However, the collective construction land use has not reached any consensus for the time being. ANBOUND research team advocates that when it comes to fundamental reform like land reform, the decision makers should listen to the voices from the society and scholars as well as understand the needs and interests from all parties. They should also be more open in drafting public policy and try to achieve a consensus through divergence.
