The State Council issued "Document No. 107" by the end of 2013, confirmed the contribution of shadow banking in China and clarified the concept of shadow banking. It also provided clear division of regulatory responsibilities when dealing with shadow banking, as well as how to improve regulatory system, risk management and control etc. ANBOUND think tank scholars believe that the classification regulatory supervision is better than impose restriction on certain business across the board. The development of shadow banking should be looked from the perspective of marketization and specification development.
