ANBOUND think tank scholars highlighted the mismatches of administrative and financial authority between the central and local governments are due to the distorted behaviors that resulted by household registration welfare. The key issue is tax distribution system and there is a need to reallocate the administrative and financial authority between the central and local governments. The developed eastern provinces are shedding the burden by gradually reducing the household registration welfare.
