The central government is pursuing the policy of "Ensure national food safety and absolute self-sufficiency of grain", however it encounters great challenges due to the phenomenon of farm land being transformed into non-farm land. ANBOUND research team thinks that this trend is actually a result of industrial upgrading due to the changes in comparative advantages. Therefore, there is a need to focus on the value chain of food production by systematically adjusting the food production, management and distribution policies from a global perspective. In addition, the food distribution system also needs to be reformed.
