The issue of limited property rights that derived from the land system must be addressed in China's future reform. ANBOUND research team believes that the issue of limited property rights originates from dramatic deprivation of land rights from Chinese farmers in the past. Therefore the solution is an issue of benefit distribution. ANBOUND’s senior researcher He Jun suggests that the issue of limited property rights can be solved via the payment of certain land-transfer fees and taxes. Meanwhile, the limited property rights can be regularized and given the rights to access the huge integrated property market.
