Financial issue is a major concern behind the construction of small towns as well as urban and rural integration. ANBOUND's research team has always emphasized that China’s new urbanization should be focusing on small towns and countryside development. However, insufficient funding is the key obstacle that hinders the process of new urbanization. How to attract and channel financial resources to rural markets via specific system is a practical challenge. Therefore, the rural financing must be further liberalized in the process of new urbanization.
