The "Decision" that approved by the Third Plenary Session of the 18th CPCCC did not specify the method and sequence of reform. The reforms, especially systematic reform, are difficult tasks and require comprehensive planning and implementation in order to allow the market to play a decisive role. Otherwise, it is difficult for the reform to make any progress.
