ANBOUND think-tank scholars suggest that China needs to effectively improve its legalization reform in order to succeed in marketization reform. If China succeeds in implementing marketization, then a strong market system will be demanded from the society; the same thing applies on legalization, it will provide a rigid framework for national governance. Therefore, marketization and legalization are the essential two pillars that needed for China's reform after the Third Plenary Session of the 18th CPC Central Committee.
