ANBOUND think tank scholars believe that even though SOEs reform is facing tremendous challenges ahead but the main challenge will be marketization reform, the key is to establish market-oriented rules. SOEs reform via mutual fund is a feasible method that conforms to the marketization rules; it will neither reduce the national control over state-owned assets nor the total amount of SOEs assets. On top of that, it can elevate the marketization level.
