The central government takes charge of comprehensive financial management since the Third Plenary Session of the 18th CPCCC. On November 27, Supervision and Inspection Bureau from the Ministry of Finance announced that the supervision on important financial policies and improving people's wellbeing will be strengthened. ANBOUND think tank scholars believe that the improvement of local debt management is not merely a technical issue. It skewed towards the competition between the central and local governments instead. China needs to overcome the barriers that originated from the local governments in order to implement relevant policies effectively.
