The "Decision" approved by the Third Plenary Session of the 18th CPC Central Committee has set the foundation for land reform in this new era. Some analysts believe that the current Land Administration Law needs to be amended in order to meet the requirements of the new era reform. However ANBOUND think-tank scholars think that, the Land Administration Law cannot shoulder the reform tasks, therefore the introduction of Land Law is necessary to cover all the land issues and land rights as well as promote land reform at a higher level.
