The third Plenary Session of 18th CPCCC did not mention much about new urbanization, and limited information was given within the framework of urban-rural integration. Anbound research team believes that the emphasis of new urbanization is not urban development but the integration of urban and rural areas instead. The integration is a big issue in China's reform and future development. Therefore, it is necessary to switch the focus of new urbanization and the local governments need to face the reality.
