Local government's debt issues are getting more serious and affecting China’s financial reform. Besides that, it may also lead to systematic risks. ANBOUND scholars believe that the implementation of three-level administrative system is necessary to solve the fundamental problem of local debt expansion. Currently, the development of rural economic and social administration as well as county government has prepared a good model and conditions for it.
