China has large amount of foreign exchange reserve and private investment capital. Thus, Anbound scholars suggest that China should aware whereby investment policy is also a kind of diplomatic power. It is helpful in changing the existing global political and economic structure that is unfavorable to China. Besides break away from trade, technology and military constraints that initiated by the U.S. Currently, there is an urgency for China to amend its investment policy with Europe as it is rather significant for informing a new global balanced diplomatic power.
