Shanghai FTZ's institution construction seems to come to a halt after its official launch on 29th September. The slow progress of FTA institutional reform indicates the difficulty of reform to a certain extent. As a pilot zone for several reforms, SFTZ needs a lot breakthrough in order to fully implement the policies. The government should speed up the pace of reform instead of dragging it.
