Currently, China's anti-corruption is focusing on the key state-owned enterprises. ANBOUND scholars stated that, although anti-corruption helps with creating a reform environment, but it is rather different from the SOE reform. Anti-corruption without any adjustment of system is simply an act against the CCP’s individual corrupted officials. The barriers and difficulties of SOE reform originated from the system, therefore reform will only be succeeded by adjusting the system. The approach of promoting overall reform via anti-corruption will sooner or later become ineffective.
