China's government is currently facing rather similar situation in the mid-to-late 90s. There is a need for social and economic reforms but the cost of reforms are most likely being borne by average people. From ANBOUND’s point of view, the success of the new era reforms depends on reform intensity as well as social safety net. Social safety net is the key to ensure smooth reform and protects vulnerable groups from the impact of reform.
