The complexities surrounding the small loans prevented the small players from joining into the central bank's credit reference system. Since the opening of financial market and system are undermining the developmental basis for small loan companies, these companies need to discern the situation, regulate its business model and company governance and actively merge into the regular financial co-ops in order to clutch the development initiatives.
