After the planning outline of Xiong'an New District is released, large-scale construction will begin. However, Anbound reminds that the problems in planning cannot be ignored. First, the cost of environmental carrying capacity is huge; water shortage is especially a major problem. The environmental cost will only be worthwhile if 300-500 million people can be transferred from Beijing. Second, Xiong'an New District should not build industrial area just for the 'elites'. The industrial development goals set out in the plan are staggering, and include almost all of the new generation of information technology industries. It is unrealistic for so many high-end industries to gather at one place, and not all of them can be high-graded, sophisticated and advanced.
