Grasping Lighthizer's thoughts and positions on China

Robert Lighthizer is a trade representative who is hard to deal with, therefore having an in-depth understanding of his basic views, bottom line and positions are quite important. Anbound's researchers found that Lighthizer focuses mainly on two major issues; the first thing that he focuses on is "Made in China 2025", he believes that China's investment of US$ 300 billion in subsidies, mandatory technology transfer and other means are to be treated differently. Anbound believes that this is not to prevent China from engaging in "Made in China 2025", but rather what Lighthizer truly refers to was the “achievement mode” and “realization path”, in which he thinks subsidies and aids cannot be given directly to companies that manufactures the products. The second issue that he focuses on is China’s political system. He remarked that, “it is not my objective to change the Chinese system... but I have to be in a position where the United States can deal with it”, which means that he does not aim to change China’s system but will make use of this to influence the negotiations.
