Concerning the role of industrial policy in China's economy, there are much disagreements in China's theoretical community and policy practice; the center of the argument lies in the effectiveness of the government and the market's role in the economy. Anbound's Chief Researcher Chan Kung has proposed a new thought framework from the perspective of industrial system, in which he divided the industrial system into three types, namely non-system, minor system, and major system to analyze the role of industrial policies. Industrial policies have little or no effect on non-system and major system industries, but their role in minor system industries is obvious. The major system industries must utilize the environment and resources of social major system, which is to use the market economy in order to succeed.
