"Catching-up" oriented localization strategy should beware of its insufficiency

For a period of time in the future, rapid localization for the purpose of catching-up with the West in the field of science and technology will become the policy trend. However, Anbound is concerned that if the localization strategy is overly aggressive, it may lead to insufficiency in quality. The following questions are worth reflecting on: First, window-dressing for the purpose of pursuing performance goals will cause "false localization." This has occurred in various degrees in the automotive industry and in the high-speed rail industry. Second, focusing merely on a few areas of innovation and lacking of systematic localization improvement and innovation. Third, focusing only on the final application results, while ignoring innovation and research in the basic areas. Fourth, neglecting the intersection of technological innovations and the global division of labor of industrial activities in the era of globalization, which turns localization into stagnation and refusal for changes.
