The focus should be on building an industrial system and work together on technology, industry, and policies. The law of technological development should be followed, systematic technology layout should be conducted well, in order to achieve good outcomes and breakthroughs. It is also necessary to improve the institutional environment of finance, taxation, international trade, talent, and intellectual property protection.
