In the area of technological innovation, there is no problem to seek to increase the localization rate. However, under the leadership of the government and driven by blind demand of over-speed and over-realization of localization requirements, it will result in insufficient localization. It is therefore necessary for China to summarize and reflect on its strategy of speeding-up localization. "False localization" is not an accidental phenomenon; China has spent so much money but achieved little at this critical moment, such situation cannot be continued.
