The recurrence of haze and dust storms shows that the air quality problem in Beijing is still rather serious. As early as in the late 1990s, Anbound has already proposed building urban forests as the solution of such problem. Beijing should take note of these points in its action: (1) Management must be emphasized; urban forest construction should be an integral part of urban reform, and a special urban forest protection bureau should be established. (2) It is necessary to completely change the "greening thinking". (3) The construction area must have a certain scale, such as 5% of the built-up area.
