According to the plan announced recently, the number of state-level ministries and departments at the State Council has decreased by 8 and vice-ministerial agencies have decreased by 7. Except for the General Office of the State Council, the State Council has set up 26 departments. After the reform plan has been introduced by the National People's Congress, it will trigger another round of changes in China, in terms of institutions, personnel, and mentality. The most important goal of the reform of government agencies should be the improvement of the relationship between the government and the market, and the improvement of the service to society, as well as the enhancement of the efficiency of government administration.
