He explained that the planning of the national high-speed rail has been passed at relevant conferences and people's congresses, as well as reported to the State Council, and it will be promoted according to the plan. In the decision-making process, the authority will listen to everyone's opinions. The entire process must be scientific, democratic, and legal, and local governments must treat this rationally.
