The first meeting of the 13th National People's Congress (NPC) will be held on March 5. Last year, the two meetings consist of the Chinese People's Political Consultative Conference (CPPCC) and the NPC did not put the draft of the real estate taxes into the NPC deliberation arrangements; whether the real estate tax bill will be scrutinized by the NPC for approval this year has drawn much attention. Once the first instance has started, it means that the real estate taxes could be implemented. Real estate tax will be in accordance with the principle of "legislation first, full authority given and implementation step by step". Judging from the process of property tax, the two meetings of NPC and CPPCC this year would be crucial.
