An important purpose of the state-approved planning of the urban agglomerations of the Guanzhong Plain is to build an innovative heights of military and civilian integration. The plan proposes that Guanzhong Plain urban agglomeration has a high degree of industrial agglomeration, with science and education resources, military science and technology among the foremost ones in the country. It is necessary to make overall plans to promote the reform of military scientific research and innovation mechanisms, strengthening the production of the five leading industries, namely aviation, aerospace, navigation, weapons, military electronics and others. There is also the need to locate innovative integration of military and civilian development path, and create a deep integration of military and civilian demonstration zone.
