The grass-roots level governments in China can be classified based on the regions. The governments in developed areas should pay attention to economic growth and evaluate the economic indicators. The grassroots governments, mainly counties and townships in poorer areas can be positioned as government departments of service-oriented nature of poverty alleviation. Staffing, departments and even appellations of such governments can be different; their responsibilities are to serve the village, to make good use of the government money, to guide and to help the villages to better their living conditions. Under different objectives, all local governments need to establish corresponding supporting mechanisms.
