On the rural revitalization, the Central Government's documents mention four sources of money, namely sources of finance, financing support, social investment, and land revenue, and public finance must first give its support. However, local governments may not violate the law by borrowing in the name of rural revitalization. In addition, high standards of farmland and other indicators of new cultivated land should be established, and inter-provincial transfer mechanism of urban and rural construction land use should be formed, in order to channel to incomes to support poverty alleviation and rural revitalization; with this the land value-added benefits will be more inclined towards the rural area.
