The White House's Infrastructural Plan has been disclosed recently, and three characteristics are particularly noticeable: (1) The emphasis is on rural areas. In the US $ 1 trillion infrastructure project, one-fourth of the federal government's investment will be used to encourage rural infrastructure projects. (2) The main investor is private capital. (3) Infrastructure covers a wide range of areas, not only roads and bridges, but also broadband telecommunications facilities, drinking water and wastewater treatment, power generation and transmission, water resources utilization and flood control.
