Policy conflicts need to be solved in China's poverty alleviation

To lift all the country out of poverty is a political task for China. However, the biggest issue in getting rid of poverty is that policies are competing with each other. First, the policies that lean towards urbanization are in conflict with anti-poverty policies, which result in an artificial urban-rural divide. Second, there is competition for resources with state-owned enterprises; therefore investments in state-owned enterprises must be reduced in order to achieve the task of eradicating poverty. Third, the cost pressure brought by the fiscal expansion policy could be unbearable in the rural areas. China should be wary of conflicts in policies might turn poverty alleviation into a "digital mission".
