The economic blueprint issued by the 19th National Congress of the Communist Party of China shows the cautious attitude of the highest policy authorities on the issue of development. The Central Economic Work Conference blueprint is the first economic blueprint released by China since the 19th National Congress. This blueprint is full of political ideals and emphasizes innovation and "high-quality" growth. There are hardly any signs in the blueprint for the Chinese government to vigorously tackle the heavy debt burden and the bloated state-owned enterprises; neither is there plan for the real estate tax. This policy phenomenon shows the cautious attitude of the highest policy authority on the issue of development and many of the results are intriguing.
